It seeks to expand the audit capacity of the business department, improve the skills of inspectors, and regulate the economic activities of operators within its jurisdiction to ensure compliance with environmental protection regulations. This ensures the maintenance of citizens' living environment, promotes a higher quality of life, and transforms Chiayi City into a livable urban center. Firstly, we will intensify inspection efforts on environmental pollution, particularly focusing on air pollution, water pollution, and waste control. Through regular inspections and the engagement of impartial third-party testing companies, we will supervise and ensure that enterprises in the city comply with environmental protection regulations. Through a comprehensive and detailed inventory, we will analyze the intensity of pollution sources related to the metal products manufacturing industry and generators. This analysis will assist the business department in formulating prevention and control measures to ensure the proper management of pollution sources. Secondly, we will continue to strengthen the maintenance of a high-quality environment. Through inspections and cleaning of roads, safety islands, green spaces, and other areas, our goal is to eliminate locations where waste glass is improperly disposed of, enabling citizens to enjoy a fresh environment, and improving the resource recovery rate. We will persist in promoting a reduction in single-use plastics, encouraging merchants to minimize the use of plastic bags, straws, and disposable plastic tableware. Striking a balance between convenience and environmental protection, we will fully implement plastic reduction policies based on the city’s business practices, jointly creating a plastic-free home. Finally, in response to the needs of the business department, we will specially invite professionals to provide cross-field support. With technical guidance, these experts can offer specific opinions for improving pollution. Additionally, the introduction of modern scientific and technological instruments will assist in the investigation and handling of pollution cases, strengthening the overall capabilities of the Department of Environmental Protection. Education and training programs will be conducted to improve technology in inspection, and through experiences exchanged between experts and scholars, we will cultivate the soft skills of inspectors and enhance their professionalism. Simultaneously, we will share a professional database and disseminate the experience of involving professionals to assist in the investigation of pollution cases, fostering cooperation between different business departments to jointly contribute to environmental protection. These measures will help enhance the efficiency of environmental protection at the Department of Environmental Protection, Chiayi City Government, and ensure the sustainable development of the environment. Section I: Conducting Inspections of Environmental Pollution and Verification of Pollution Sources (1) Inspection of abnormal values from air quality miniature sensors was conducted, completing inspects at 71 locations. Statistical analysis indicated that burning joss paper was the predominant suspected source of abnormal sensor values, followed by construction dust and open ground dust. Planned personnel implemented corresponding measures to advise individuals to improve their behavior, collectively working to maintain air quality. (2) Inspection of the metal product manufacturing industry was undertaken, completing checks for 113 unregistered businesses. Two businesses with elevated concerns regarding process pollution were identified. Despite having dust (gas) control equipment, they did not meet the standards for applying for operating permits for Stationary air pollution sources in the sixth batch of public and private places. The businesses were urged to manage properly to contribute to air quality. The remaining 111 businesses had a low intensity of air pollutant emissions in the city. (3) Inspection and guidance for the improvement of generators were completed, with 30 inspections carried out. For those posing a risk to the surrounding area due to exhaust emissions, 3 cases received guidance for improvement. Upon inspection, it was found that generators were regularly maintained, and most exhaust outlets had good dispersion conditions, causing minimal impact on the surroundings. For generators in close proximity to pollution sources, priority was given to early replacement of internal consumables and recalibration, effectively improving the situation. Management units were once again urged to fulfill their responsibilities and reduce the impact of generator operation. (4) Night inspections of industrial/livestock odors were conducted, with 22 inspections completed. The route for inspecting industrial odors primarily covered the Houhu Industrial Zone and Zhongxiao North Street, where a total of 14 places were detected with sporadic cases. The route for inspecting livestock odors focused on the border between Chiayi County and City, targeting the livestock farms along the banks of the Niuchou River, with a total of 27 places detected with odors. The odor was more pronounced around livestock farms in Chiayi County, while in the city's jurisdiction, odors were rarely detected due to wind direction. (5) Gas Liquid Ratio and Vapor Recovery Test at gas stations, Flue gas detection (P/S/N), and Sensory Analysis for odor pollutants were conducted. The laboratory completed the testing for the three items. According to the testing reports, all subjects tested complied with environmental regulations. Section II: Maintaining the Inspection for a High-Quality Environment (1) Inspection and cleaning operations for abandoned glass were completed, cleaning up 12 locations. Upon reinspection, 11 locations showed no further instances of abandoned glass disposal. For one location prone to repeated disposal of abandoned glass, a mobile surveillance camera was used to monitor for one month, resulting in a significant deterrent effect. During this period, there were no further instances of abandoned glass disposal, and the site's cleanliness was restored. (2) Random checks for single-use plastic products were completed, achieving the following quantities: (1) Not providing free plastic bags for shopping at 400 locations, (2) Not providing single-use plastic straws for dine-in at 80 locations, (3) Limiting the use of plastic disposable tableware to 200 locations, and (4) Counseling and verification of various types of disposable tableware to 80 locations. Regarding the restriction on plastic disposable tablewares, 15 violations were identified. After guidance from planned personnel, the businesses cooperated and replaced them with non-plastic tablewares, completing all improvements. Section III: Introducing Cross-Domain Support from Professional Personnel and Establishing Corresponding Work (1) Introduction of professional personnel to assist in pollution case investigations. In response to business division needs, two environmental professionals were introduced to assist in the investigation of four cases of restaurant kitchen fume pollution. The project compiled opinions from professional personnel for business division approval and reference for improvement by business operators, contributing to the completion of pollution case investigations. (2) Completion of major environmental damage cases. For significant illegal disposal of waste in the city, Lidar measuring instruments were introduced in response to business division needs to measure the surface (volume) of waste disposal areas. The compiled data report was provided through this project, contributing to the completion of case investigations. (3) Assistance from environmental professionals in conducting in-depth checks on air and water pollution sources. Collaborating with environmental professionals, four sessions of in-depth checks were completed. After abnormal points were improved by businesses, they submitted permit changes for review and processing by the Regulatory Planning. (4) Assistance from experts and scholars in checking Continuous Water Monitoring System, CWMS. Inviting experts and scholars to assist in three sessions of checks. After businesses addressed related deficiencies, they agreed to incorporate expert opinions into future system version updates. (5) Completion of four sessions of thematic education and training, including 1. Continuous Emission Monitoring System (CEMS) review and verification capability enhancement education and training, 2. Environmental crime crackdown and high-tech enforcement professional training, 3. Environmental inspection case sharing and inspection practical skills improvement training, and 4. Continuous Water Monitoring System (CWMS) management and technical education training. Participants generally gave satisfactory or higher ratings for the course arrangement and lecturer teaching. Specific suggestions will be considered for future reference in organizing activities through this project.
